I have Macdive for iOS and MacOS syncing over iCloud. I download my dives on my iPad, edit them with all the information, and sync. The base dives come over to MacOS but not my edits.
I've tried resetting my cloud data, and stopping and starting sync on both devices. Any ideas?

Resetting cloud data is the way to solve this. However if you have the same dives on both devices when re-enabling only one set will "win", you wouldn't see any differences between them reflected, as that's not how it works. So make sure when resetting that you nuke everything except whatever you consider the master set of data. Back everything up first, of course.

I want the iPad's data to be the master. So what order should I hit things?

I've followed that guide a couple of times giving it at least hour to between each step. Even going as far as manually deleting the Macdive information from iCloud. It still isn't transferring the updates I've made to the dives from my iPad to my Mac.

Yes, when the dives came down from the cloud they came without the iPad edits.

Sounds like a caching issue with iCloud maybe. I would nuke the cloud, disable syncing, and manually copy the data to the Mac. Then leave it a good long while before re-enabling sync, and hoping iCloud has caught up.

I don't think it is a caching issue.
Saturday night I downloaded my dives to my iPad, synced them over iCloud to my Mac (as I had to renumber the dives on my PC) synced that back to my iPad and made the changes I needed, attempted to sync the changes back to my Mac.
Sunday afternoon I downloaded my dives for that day, made the changes on my iPad and synced them again to my Mac.
All the downloaded dives show up Mac so the sync is happening, just none equipment, location, and such that I set on the iPad are there.

Got it fixed, sort of.
I updated the dives on my Mac with the cert, that overwrote everything on iOS. But now things are syncing.
