SAC rate vs RMV

I find there is some confusion or differences of opinion regarding SAC rates. I've done some digging on the internet, and it seems to me that MacDive is really reporting RMV as SAC rate. It's in good company in that there are websites that do the same thing; however, from what I can figure out SAC rates are in the range of 15 to 30 and RMV rates are in the range around 1, plus or minus a fraction.
